RIVERFRONT REDEVELOPMENT PROJECT UPDATES
As a courtesy to our residents find, below, updates regarding the progress of the Haven at Sea Bright Project, the current riverfront redevelopment project being developed by Denholtz Properties and Toll Brothers, located on the west side of the Borough's Downtown Area. April 6, 2026
  • Base coat paving is scheduled for completion this week, with full-site paving to follow.
  • Pile installation for Buildings 1 & 2 is pending.
  • Planters, grading near the baordwalk, and weekly street sweeping (Wednesdays and Fridays) are ongoing. 
March 19, 2026
  • Construction is actively underway across the site, primarily focused on foundations, masonry, and slab work, with some permits still in progress. 
  • Buildings 3-6 are in active construction at various stages (footings complete, walls going up, slabs poured/prepped, and materials being scheduled).
  • Buildings 8 & 9 are progressing, with foundation work complete and wall construction about to begin. 
  • Site work is ongoing, including curbs and utility infrastructure. 
  • Upcoming work includes finishing masonry, beginning plumbing and framing, and continuing site and utility improvements. 

March 12, 2026

  • Construction is moving forward on Townhome Buildings 3, 4, 5, 6, 8 and 9 buildings at the Haven at Sea Bright site, while Townhome Buildings 1, 2 and 7 are waiting on utility work or approvals. 
  • Curbs are being installed near the site entrance and around Townhome Building 5.
  • Water, sewer, and gas utilities are being installed. 
  • Over the course of the next 1-2 weeks block wall construction on Townhome Buildings 3 and 4 will be complete, additional plumbing work will be done and preparation for the slab at Townhome Building 5 will continue. 
January 9, 2026
  • Toll Brothers continues to make progress on new home foundations.
  • Fence repairs along Front Street have been completed.
  • Water main and service connections have been installed.
  • Site cleanup and grading are scheduled for the week of 1/12 to prepare for the remaining concrete curb installation.
  • Installation of the stormwater pipe along Front Street is scheduled to resume the week of 1/12.
  • Gas main installation will be completed following the curb work.
  • JCP&L and Verizon will be installing new utility poles at South Street and Front Street to provide service to the development.
November 21, 2025
  • NJ American Water main installation in progress.
  • The remaining stormwater & sanitary work on the new portion of Front Street is now scheduled to resume on 12/1.
  • Concrete curb and concrete planter boxes will be installed in mid December.
  • NJ Natural Gas main installation will be completed in late December.
  • Toll Brothers is progressing with foundation work on the first townhome building.
September 26, 2025 
  • Timber foundation pile installation has been completed. 
  • Storm and sanitary installation is currently in progress. 
  • Curb installation is anticipated to begin in mid-October.
  • Water main and service installation is scheduled for late October.
  • Gas main installation is also scheduled for late October.
  • JCP&L is planning to install additional poles in October, after which conduit installation for electric and telecom will follow.
  • Toll Brothers anticipates beginning foundation work on their first building within the next two weeks.
August 11, 2025
  • The Riverfront Boardwalk is complete with the exception of railings and lighting. Please note for safety reasons, the boardwalk cannot be open to the public at this time.
  • Additional stormwater/sanitary structures are arriving to the site for installation to begin the week of 8/11.
  • Denholtz will begin the installation of foundation piles on or around 8/14.
  • Curb installation will continue for the south half of the site toward the end of August.
  • Water/gas/electric installation will begin in September.

May 23, 2025

  • Boardwalk bollard lighting conduit will be installed next week.
  • Foundation pile installation should begin in early June.
  • Curb installation is in progress at the north end of the site.
  • Boardwalk framing is complete and awaiting inspection.

April 25, 2025

  • Curb installation is in progress at the north end of the site.
  • Boardwalk framing is complete and awaiting inspection.
  • Boardwalk bollard lighting conduit installation will begin next week.
  • Foundation pile installation is scheduled to begin in late May.

March 28, 2025

  • Sanitary & storm sewer installation is nearly complete; curb installation is starting.
  • Electric, gas, water, and cable designs have been finalized, with gas relocation work ready to begin.
  • Boardwalk sheet installation will be complete the week of 3/31.
  • Boardwalk and pile support installation is in progress.
  • Foundation pile installation should begin April/May.
  • Kayak launch surface is complete.

March 14, 2025

  • Sanitary & stormwater installation and grading is in progress.
  • Curb installation is ready to begin at the north end of site, pending warmer weather.
  • The bulkhead is nearly complete.
  • Boardwalk pile and support installation is in progress.
  • Electric, gas, water, and cable designs have been finalized, with gas work ready to begin following curb installation.
  • Foundation pile installation should begin in April/May.
  • Kayak launch surface is in progress.

February 21, 2025

  • Sanitary & stormwater installation and grading are in progress.
  • Curb installation is ready to begin at the north end of the site, pending warmer weather.
  • The bulkhead is roughly 2/3 complete. Denholtz is continuing boardwalk pile installation and king piles. The contractor is running into some minor obstructions which is slowing the progress.
  • Building foundation pile designs are in progress. Denholtz anticipates additional pile installation in March/April. We will schedule a pre-con meeting prior to this installation.
    Meetings will be held on site throughout February to finalize designs for electric, gas, and water services.

February 7, 2025

  • Sanitary & stormwater installation and grading in progress.
  • Curb installation ready to begin at north end of site, pending warmer weather.
  • Bulkhead at roughly 2/3 completion, contractor will begin the boardwalk piles on Monday 2/10, weather permitting.
  • Test piles were completed on 1/28 and the results will be used by structural engineer to finalize the pile designs for the building foundations. We anticipate additional pile installation in March/April.
  • Meetings to be held on site throughout February to finalize designs for electric, gas, and water services.

January 24, 2025

  • Sanitary & stormwater installation, grading of building pads, as well as bulkhead sheeting installation remain ongoing.
  • Bulkhead cap installation as well as bulkhead tie rods and walers are now in progress.
  • Bulkhead king pile installation in progress.
  • Test pile installation has been rescheduled for the week of 1/27 due to extreme cold.

January 10, 2025

  • Sanitary & stormwater installation, grading of building pads, as well as bulkhead sheeting installation remain ongoing.
  • Bulkhead cap installation as well as bulkhead tie rods and walers are now in progress.
  • Test piles remain scheduled for January 13, 2025.
  • Inspection letters were sent out to property owners from Dayton Services, the company contracted by Denholtz Properties to perform vibration monitoring services. If you did not receive a letter and believe you should have of or if you have any questions regarding the inspection, please contact Alyssa with Dayton Services at 856-824-1010.

  • Denholtz Properties is continuing sanitary & stormwater installation, grading of building pads, as well as bulkhead sheeting installation.

December 19, 2024

  • Storm and sanitary work continue at the north end of the site.
  • Bulkhead installation is in progress.
  • While some vibration may be felt in the surrounding area, there have been no exceedence events reported by Denholtz' vibration monitoring company.
  • Crushing of material from demolition has been completed, but Denholtz may have additional crushing in the future as they accumulate more concrete from excavationalong the old bulkhead.
  • Condo building test pile installation will be completed in a couple of weeks.
  • Dayton Inspection Services will be sending out another round of letters offering internal and/or external structural inspections, as they progress with another phase of bulkheading.

December 6, 2024

  • Denholtz Properties is continuing storm and sanitary sewer work at the north end of the site.
  • Crushing of material from demolition has been completed. There may be some additional crushing in the future as Denholtz Properties accumulates more concrete from excavation along old bulkhead.
  • Bulkhead sheet installation at the south end of the property is progressing smoothly. While some vvibration may be felt in the surrounding area, there have been no exceedence events reported by the vibration monitoring company.
  • Condo building test pile installation will be completed in a couple of weeks.

November 22, 2024

  • Crushing of material from demolition has been completed. There will be additional crushing in the future as Denholtz accumulates more concrete from excavation along old bulkhead.
  • The bulkhead contractor has material deliveries scheduled for Monday 11/25 and Tuesday 11/26.
  • The sitework contractor has begun sanitary sewer work at the north end of the site, along River Street.
  • Bulkhead sheet installation at the south end of the property is progressing amoothly. While some vibration may be felt in the surrounding area, there have been no exceedance events reported by the vibration monitoring company.
  • Condo building test pile installation will be pushed to early December as Denholtz still needs to relocate material from that area.

November 8, 2024

  • Concrete crushing is in progress and is expected to continue for another 2 weeks. In an effort to mitigate the dust created by the crushing and by the machine traffic on site, Denholtz Properties will begin utilizing a water truck starting Friday 11/8/24.
  • Early next week, Denholtz Properties will install stone tracking pads at active construction traffic areas transitioning from exposed soil to paved roadway.
  • Bulkhead sheet installation at the south end of the property is progressing smoothly. While some vibration may be felt in the surrounding area, there have been no exceedance events reported by the vibration monitoring company.
  • Condominium buidling test piles are likely going to be installed the week of 11/25/24.

November 4, 2024

  • Concrete crushing is in progress and is anticipated to take several weeks. The contractor is hosing down the material regularly to mitigate the dust created by this process.
  • Bulkhead construction has begun at the south end of the property, with the installation of sheets.
  • Vibration monitoring is being performed with any alerts being sent directly to the bulkhead contractor and developer.
  • Additional inspectionsare being scheduled and completed for neighbors impacted by test piles installed for the future condominium building.

October 25, 2024

  • Denholtz Properties has confirmed that all inspections have been completed for those residents within 200' of the bulkhead installation site, who responded to their letters and permitted access.
  • The turbidity barrier on the waterward side of the bulkhead has been installed to provide additional protection from soil getting into the water, as per the NJDEP.
  • Concrete crushing has begun and will continue for a few more weeks. The Borough has reached out to Denholtz Properties to ensure watering of the concrete is being implemented.

October 17, 2024

  • A letter from Dayton Inspection Services was mailed to all effected property owners on October 2, 2024, offering pre-construction photographic inspections, to establish existing conditions prior to the start of upcoming construction. Please contact Dayton Inspection Services, Inc. at 877-734-7664 to schedule an appointment.
  • Over the next 4-5 days, machinery will be delivered to the site by both the bulkhead contractor and site contractor. Bulkheading will begin, weather permitting, within the next two weeks. Vibration monitors will be installed along the Eastern perimeter of the project site prior to the installation of bulkheading. The bulkhead contractor met with the New Jersey Department of Environmental Protection on-site to review additional preventive measures to ensure compliance.
  • Concrete crushing will begin over the next week.
